yes, can see it. Main menu items with a submenu show a different background color.
I did not go into details, just had a look on both menu data files, they are identical, it seems. Suggestion: Try tu use identical css files as well.

I was able to reproduce exactly what was described:
The click on first item in sub Festival Pages opens the 14th Annual etc. in a new window which remains open, when "home" is clicked !!
