Not entirely sure what you're seeing in your failure. In NS4.79 I see what appears to be a properly functioning menu under Visit Another City. In IE6, however, I see problems. Good to hear, Andy. At the university level this is a most critical feature, and as I'm sure you know, is now law. It's a must have with no excuses accepted.
