Site loading slow because of blank.htm using TLS 1.0, RC4

Having problems with DHTML Menu? There is usually somebody here who knows the answer.

Site loading slow because of blank.htm using TLS 1.0, RC4

Experiencing long load times because of a blank.htm loading. The blank.htm was copied into the root. A series of 6 blank.htm's load. Completely stumped any ideas?
