Licensing question multiple domains

I read the following post about multiple domains using the same license.

I just wanted to clarify one detail,

I read this to mean that if I have a site hosted in the United States in English and another site (80-90% the same content, contact pages are different, China specific product info) hosted in China in Chinese with a different domain name I would need 2 licenses.

Is this correct?
