Very Weird Display Problem

Im using the menu bar at several places across the site, but i have one client who does not see the menu bar.

everyone other client has no problem even the other users in the same office as this client can see the menu bar.

the client who cannot see the bar is using IE6.0 sp1 has javascript/active scripting enabled.

but she cannot see any of the menu bars on the site.

but she does see the menu bars on this site.

im completely at a end.

This is what the client see's instead of a menu bar there is a white space and a smaller scroller?

Can only see frameset.
Is this a frames issue?

Problem Fixed i just had to upgrade to RC17
