Is there any way to freeze the menu at the top of the page as the user scrolls down?

The menu should stay where you program it to go - unless you have added the followscroll item to your menu properties.

As to your question, I think you are asking for a 'fixed' menu where it looks like the 'page' and its content scrolls up while the menu always remains visible at the top. There is a demonstration of that but be aware it is only a demonstration and is not supported by Milonic. You'd have to check to see if it worked in other than FF and IE which is mentioned. Also, see below for other options that might be better for more browsers

1. You could set up an iframe below the menu and put all the content there. The advantage to this is that most browsers support iframes as far as I know, and the submenus drop over the iframes.
2. You could set up a scrollable div right below the menu where all content scrolls in the div. Again, I think most browsers support this and the submenus will drop over the top of the div
