Web Site Look Alike

The main page of the Milonic web site has a logo at the top and a horizontal line, and the horizontal menu directly below. When you change links using the menu the same basic appearance stays at the tope of the page.

How is this accomplished??

Use the same "header" code on each of your pages :) Check the source to see how Andy did it.

Can you kinda expand on that. In the header of all of Andy's pages is the code <link rel="stylesheet" href="/menu/menu.css" media="screen"> however none of that makes much sense to me. Please help if you can I would like to incorporate the same idea on my pages.

That's just a link to his stylesheet for the site.

Basically all I'm saying is if you want the top of "page 2" to look like "page 1" then you simply copy the same information from page 1 - graphics, text, stylesheet if you use one, etc.
