Just to prove a point I copied a house built out of css and threw the followscroll menu in.
When the menu is position=relative it sits under and submenus open on top, when the menu is absolute the main menu sits on top.

I won't leave it up for long because its not my house to play with.
But the wolf couldn't blow it down because its built out of css borders.
