The frames menu is working fine, except that it dies (sub-menus do not appear) if you mouse over the menu WHILE a new frame is loading. However, once a page has been loaded correctly, you can always go back and use the menu (and sub-menus) on that page.
To see what I mean go to http://navdweb.spawar.navy.mil/newlook2/, click on 'what's new', and then move your mouse up and down over the 'main' menu on the left WHILE the new page is loading. The new page will load, but the sub-menus are disabled.
Occasionally, it works correctly. Try a different page to see the error.
I included the code to load the 2 necessary files on every page that needs to be loaded.
