Hot dog...problem solved...kinda. It didn't occur to me that I could split the PlaceMenu and mouseover/popup code in different cells.
Sorta Solution - two rows...mouseover code on top row with image, PlaceMenu code in second row cell beneath image. No mystery row height expansion in IE6. 1 px ...

Vertical positioning on dropdown menus bound to cell
Hi there,
I'm experimenting with Milonic's dropdown menu array bound to several cells/images in a horizontal table. Why? The page layout is set to center in the browser window, which works in IE and NN 4.X, but not NN 6 and 7...so I can't make pixel placement predictions for 3rd party views.
