Thanks to all of you who offered advice. I discovered that if I designated the z value for the division that contained the table as a negative number, the menu appears on top of the table. As I mentioned before, this was only a problem for the Mac version of Explorer 5.2 so I think the problem is ...

menu is covered by a table
Here's the address of a test page that works in Safari but not Explorer (on the Mac). In Explorer, the pull down menu is being covered by a table.

I am having a problem getting my menu (version 5) to appear even though I didn't have a problem with version 3.
