I'm having a problem with the menu in Netscape 4.72,

Top nav menu opens correctly first time then rolling over the menu again creates a space at the top with the characters <<. Seems like it scrolling too.

Menu links are active when menu is not open
Having a problem with the menu...
The links in the menu I created are active and can be clicked even when the menu is not opened.
I'll be mousing over areas on the page that are "beneath" the menu and the cursor changes to a hand and the window status says it's a link.
Any help on this topic ...
