The following command line does not create scrollbars for the new window using the SeaMonkey browser 1.1.7 Mozilla/5.0. It works just fine using IE. There is enough information in the news.htm file to force it to have scrollbars.

Hey - long time...
We don't show that as a supported browser for our products (see
http://milonic.com/supported_browsers.php ).
However, Ruth has reported it to Milonic, so something may come of it.
