Why doesn't this piece of code work on a part with a html link on it?

The description of your problem is a little unclear to me, but maybe this helps:

I used the code this way:

,"Your Page","http://www.yourweb.com/yourpage.html offbackcolor=c3c3d2",,"",1

It seems a little strange that the offbackcolor is separated by the URL, just by a space, (I know nothing about JavaScript), but hey, it works for me!
