Cell vs. Text in menu links

In some browsers you can click anywhere in a menu 'cell' to activate the link, in others you have to click directly on the text and the empry cell area is dead space. Why is this and can it be corrected in the future?

I take it this only happens in Netscape 4.

If this is the case it's been fixed and it'll be released soon

That's the only place I have seen it, the original post said IE5 on the mac...
