Can I make relative path in menu_array.js file?

I'm using of course in the menu_array.js file the following example:

,"What's New ","http://www.moldex.com/whatsnew.htm",,"",2

Can I use an <a href= insted like:

,"What's New ","<a href=whatsnew.htm",,"",2

instead?

I have to burn the client's website onto a CD and have to make alll the files relative to the CD because they are going to use it on a laptop and show it to a bunch of people without an internet connection.
