Can Milonic menus be easily installed by someone with little HTML and no Java knowlegde?

Yes I believe so...if you are one of the lucky few who seem to be able to program a VCR, you should have little problem with this software...

Absolutely. Just follow the examples included in the download. Once v4 is released Andy has promised real documentation for us
