Labour intesive--- Is there a way out?

Hi All I am doing a site for a client, that has no server side scripting support i.e ASP, and Im not using frames.

The problem is I have to then put the menu on every single page and update the links accordingly, hence have hundreds of differnt copies of the menu data.

does anybody have any ideas, on how I may be able to get round this.
