it seems that menu does not appear when confidentiality is set to the highest on IE 6 ?
If I change it to level 3 (medium security) then the menu appears.
When you set the security level to high it turns off javascripting. I think you can set it to high and then go to the custom settings option and change that one thing to enable or prompt.
