Hi,
Those are both relative positioned menus inside tables. Try putting a border around the table that has the top menu, use a color also with that border, then go to the other table with the bottom menu and put a border around it with a different color. You'll note when you do that and look at that page, you have this big cell at the bottom of the top table so that's the space between the two menus.
