2 menus, Netscape 6 and layers equals trouble

I am having a problem when attempting to use two menu's on a layer based page in netscape 6 (IE works fine).

My primary menu is vertical and the secondary one is horizontal. If I remove the horizontal '1' switch from the array file (so the menu is default state) they both work. However when the secondary menu is set to Horizontal the menu disappears. The arrows on the vertical menu appear on the wrong side and the submenus open up at the top of the page at the lowest level layer.

I don't think there is anything wrong with the code as this only occurs when I set either the always visible or horizontal switch in the second array..
