Getting submenus to display over framea

Getting submenus to display over framea

Can anyone tell me how to get my submenus to display over another frame. Are there any parameters that I missed? I don't think the problem lies in my code - because I tried the original,unconfigured code on my site and still the submenus go beneath the parent frame :?:
